Important Savings Bonds Change: Effective January 1, 2012 paper savings bonds will no longer be sold at financial institutions. It's a measure by The U.S. Department of the Treasury that is estimated to save taxpayers over $70 million dollars in the first five years alone. Consumers can now purchase and manage their savings bonds online at www.treasurydirect.gov
